Foothill Gold Line Authority Selects Skanska-Stacy Witbeck-Herzog Joint Venture as Construction Manager (CMAR)

The Foothill Gold Line Construction Authority board of directors selected SSH Joint Venture as the Construction Manager At Risk (CMAR) for the 2.3-mile Pomona to Claremont A Line Extension. SSH Joint Venture, which includes Skanska USA Civil West California District, Stacy Witbeck, and Herzog, will help advance another milestone toward bringing light rail to Claremont.  

The unanimous approval of SSH as construction manager launches an 18-month preconstruction phase and advances final design for the extension. This first phase of a Construction Manager at Risk (CMAR) contract is the second of two major contracts now in place to deliver the project.

SSH will support Parson’s Transportation Group, the project’s design and engineering firm, during the preconstruction phase. The $6.3 million authorized for this phase sets the foundation for a potentional construction services contract, expected to be negotiated in Fall 2027 once design reaches approximately 85 percent completion.   

Construction is expected to begin as soon as late 2027, with an anticipated four-year build. Once complete, the extension will connect riders to a new Metro A Line station in Claremont, opening car-free access to the Claremont Village, the seven-campus Claremont Colleges, new housing, and regional parks.
